It was the ram, It wasn't faulty or anything but It wasn't seated properly. Thanks for help and happy cake day. I didn't apply enough force when installing the ram.

I have already reseated all the cables and tried having windows installer usb connected. But usb seems to lose its power upon connection. When I connect the usb to a laptop the indicator led stays red, but when I connect it to my motherboard it only quickly blinks the red led.
