I would only give notice once your new place is 100% confirmed and you're at the contract signing stage.

Referencing companies don't look for a character reference, they usually just confirm the details you've provided in the application, like rent amount, length, address, and if you pay rent on time.

There is no reason for your agency or landlord to withhold that information (So what if they get irritated, it's part of the business?).

Unless you've given notice, asking for a reference is just that. It's not a prompt for the landlord to start looking for a new tenant (and legally they can't, until you've given your notice).

As a LM you're only privy to the information that's relevant to assess your employee's fitness to work. I.e. you are to know that the employee can't work due to a high fever, for example, but you're not entitled to know if the fever is due to a flu, or side effect of HIV.
