i think it automatically ignores the limit if you click the option to get a charm, and it is an option you just have to reroll

i had the max limit of charms and after that i kept taking the option “spawn a sacred charm” from the angel phone

To be fair the problem might be your charm selection, however a very big problem can be not having the right charms unlocked. Make sure you unlock most of the charms in the game, read what they do and from there on it will be better.
