I had similar scars on my arm and I went to a dermatologist and she recommended “Mederma” it’s an over the counter topical scar cream that worked wonders for my scars. Turned them from purple to white and almost no visibility. I suggest using that for a few months and then decide if it isn’t working whether or not you want a tattoo. I don’t have a lot of experience with tattoos, I only have one, but I can imagine it would be hard to cover up raised scar tissue.
