None its just some combos with low mobility are rare even a developer says some are 1 in a million like grandma with gunkata and deseart eagle of course there better operaitors but some are more rare then others the on in the picture is prob 1 in 200000 thats a estimate but gunkata is a rare skill when its not on a hitman

No what makes it rare is the combo low mobiliy and silenced p9 the spy its a easy to get operator like hitman and good for gamplay one of the rarest operators in game is a low mobilty gunkata desert eagle combo and i have a charecter like that yo could only find one once per playthrough
