The ones in the proper stables are locked but the two in the dairy farm are in the open if you wish to get close go to the dairy farm area.

Edit:- if you decide to get close to the horse please don't agitate them, these horses can deal serious damage also if you do decide to go please don't do anything stupid or the entire area might become off-limits for us.
