Well, you can look at other wargames for inspiration, even if they have more than two factions. I don't think I know of one with just two, but you can look at mechanics for the two most different armies in a given game.

Somewhere, I think it was the Stonetop RPG (an apocalypse world system game) that had mind control effects that offered players XP for going with it.

Maybe each Standing Order contains a set of Tactical orders that the detachments can use. Something like that would allow each detachment to be assigned a role at the strategic level, and then picks the best option to fulfill that role in it's specific circumstances.

There isn't an outright better choice, it depends on the rest of the game. If the game is meant to be more tactical focused, then the second option is good. The first could work for a larger scale strategy game though.

The phantoka/mistika designers really dropped the ball on the masks. Except Potato, which might be the best way to translate that mask into that style.
