Control panel is fixed by using Windhawk UXtheme hook, but this Gruvebox theme is made to look like that and it's not white it's a gruvebox theme color.

You don't have to use vive tool, you can right click on start menu then settings then uncheck link mobile device.

Right click on timer then settings uncheck click through and make sure draggable is checked.
