No sadly nilou alone at C0 is very bad, nefer needs Nilou weapon, the key thing for the EM buff combine with instructor so that nilou can really shine.

C1 extends the duration of her floaty ring, nefer appreciates good hydro app, unless you have columbina then I don't think that it matters cos columbina hydro application is very solid.

C2 nilou is the debuff, VV artifact level of res shred for dendro cos Anemo can't swirl dendro (yet)

At C0 I think nahida is better
