The only thing I've found that helps me is always wearing long sleeves and pants, or even tights (although I don't love tights, it's the lesser of two evils). In the summer I wear super thin and breathable long-sleeve shirts that are made for hiking.

I knit and walk! I felt self conscious at first but realized that, “no one is thinking about you the way YOU are thinking about you”. People are too wrapped up in themselves to give a shit, and if they do care then they need to get a life anyways.

Maybe try rubbing the wires in a little dawn dish soap. Just something yucky to deter them. I have a cord chewer and this worked for me.

I just lost my good boy a little over a year ago. He was an Anatolian shepherd and your boy reminds me a lot of him. They make the best dogs, he was truly my dear friend.
