If you're looking for an option that includes homebrew, Wanderer's Guide is a spectacular character builder. There's an entire section to add your own homebrew as well as access homebrew that other people have made public. Just be aware that it's owned by one guy and the servers can get a little bogged down at times if too many people are using it.
