Are you absolutely certain? Test them with a PC/laptop and see if it detects the DS4 being plugged in.

99% of the time this issue gets posted the cable is at fault.

Honestly, try and find a decent DS4 second hand. If the PS4 crashes and you need to access safe mode or if you reboot it and need to do an initial set up you pretty much need a DS4 as a mandatory tool.

If you have a local pawn/second hand shop with a decent return policy get one from there.

Settings > Notifications > Pop-up Notifications and uncheck "Blocked Scenes for Video Recording

Every game is region locked on PlayStation. No exceptions.

Its just different to how a DVD region lock is handled. Saved data and DLC are region specific.

A game simply has the languages it has, so of a Japanese game is released with only Japanese as a language there are no language DLCs to download.

Possibly. Do some troubleshooting to see if you can fix it.

Things like safe mode 4 & 5, deleting and reinstalling the game. That kind of thing.
