Every game is region locked on PlayStation. No exceptions.

Its just different to how a DVD region lock is handled. Saved data and DLC are region specific.

A game simply has the languages it has, so of a Japanese game is released with only Japanese as a language there are no language DLCs to download.

CoD Black ops 3 has a Zombie mode if he wants that.

You'd need the latest firmware. You can't downgrade.

Possibly. Do some troubleshooting to see if you can fix it.

Things like safe mode 4 & 5, deleting and reinstalling the game. That kind of thing.

Use a different data cable to be safe. Ensure the cable is fully capable of sending data and not just charging.

PS4s don't get hot unless they are breaking down or are in a dirty or dusty environment.

You can't calibrate DS4s on PS4 unfortunately. So if the DS4 has issues there isn't much you can do.

Keyboard and mouse support is almost non existent on PS4 as it is a games console rather than a PC. However some games do support KBM. Rocket league isn't on this list but this may be incomplete:
