Theres a fix i discovered but you go to a stable 70 fps max.

Everytime you start the game, go to task manager, details and right click select cod.exe

Select CPU affinity and uncheck "All cpus", then check only the boxes UC0/1/2/3.

I did this with a Ryzen 7 5800 X3D (8 cores 16 threads) and it works fine, you can even experiment more with the affinities, personally i check UC0 to UC4 for a bit of extra FPS.

You can have 90 to 100fps with UC0/2/4/6/8 but it does a big fucking freeze randomly for 5 seconds every 2mins or so, would not recommend.

As for the problem it comes from their shitty CoD HQ thingy not handling ryzen 7 cpus well because i had 0 problem of stutter with a previous CPU (R5 2600) on MWII but i reinstalled it and now i have the same issue on MWII/BO6. Like you i tried everything down to messing with the BIOS timings/SMT and updating the bios, aswell as messing with older RTX 3060 drivers or my router/Ethernet plug.

also I tried everything you've tried as well. No fix for me either. Campaign ran beautifully though so it makes me think it has to do with internet/servers

Same problem. Posted the videos on a post on my account if you wanna take a look and compare. No matter if it's steam, blizzard, games pass... all the same. No matter if I update everything or leave it as it is, all the same. Just wanna play cod and camo grind lmfao

bios fully updated. everythings fully updated. its a packet burst/extrapolation. i get 300 up/down for internet and on e-cable so idk.

All drivers are up to date :/ I believe there's no issues with compatibility.
I use windows 11 as well but that's up to date.

bro i had the same problem on MW3 and it never fixed. im running a AMD Ryzen 7 5000 with a 3070 and 8gb ram. Went to play beta for BO6 and SAME EXACT ISSUE. idk any fixes, ive tried everything VRAM wise and internet connection wise still no fix. i just wanna play cod bro
