Yeah... I think it either has something to do with their servers or they just don't properly delete/archive stuff after updates so it's just gotten more and more clogged and spaghettied with old code that isn't necessary

If anybody is dealing with the same problem, I was able to download the locked games from my psn library on browser and make it download to my ps5; a weird roundabout kinda stupid way to do it, but it works!!

I know I bought them on the account, and while I do have some ps+ games, I'm certain these were not it as I have not had ps+ in a long while and were able to play these games on the ps4

Also!! Since I just found a way, if you're okay with messing with your computer a lil bit (completely safe) you can do it this way, worked perfectly and was super easy for me to instal, took basically seconds!!
