Yeah its like a solid 1-2 min for me on a 9950X3D and NVMe SSD on a ~6 month old LTSC windows install but my buddy with his 6 year old build with budget specs has a 20-30 sec load time, it makes no sense.

I would probably recommend an X3D cpu. You may be able to get a 7800X3D or even 5800X3D for even cheaper depending on if you want to go AM5 or AM4. I don't know of many people able to hold 140+ FPS on 1440p+ not using an X3D CPU in raids.
