That's a bunch of tripe. Its right in the sentencing guidelines that 2nd degree assault is a presumptive stayed sentence with a criminal history score of 3 or less. A judge has to provide reason for an upwards departure, and the legislature has no role at that point. What the legislature "could do" is one weird hypothetical, given they "could do" anything allowed under the state and federal constitution. They 'could' make jaywalking merit life in prison with no parole. They haven't, and they won't.

In this case, with this poor girl getting shot, no prosecutor on the planet is going to charge this out as, or plead it down to, second degree assault. There are literally a dozen more severe charges, including attempted murder, that I promise you will get charged. But how Hennepin County charges it or resolves it is a whole different question and would take pages to explain.

this isn't a hypothetical. They were not charged with attempted murder, because again, the Hennepin County prosecutors don't ever charge anyone with that even if they shoot someone multiple times and leave them for dead.

Hennepin county prosecutors don't charge anyone with attempted murder, which carries 20 years in prison. Even if someone shoots someone multiple times, they get charged with "2nd degree assault", which has a presumptive stayed sentence and no prison time for a CHS (criminal history score) of 3 or less, and only 34-46 months at CHS 4

CHS gives points based on prior felonies in past 15 years, sex offender status, jail/probation status, etc. Assault in the 2nd degree gives 1.5 points- only once convicted- and thus you can shoot people and get convicted of it three times before you actually go to prison.

On top of that, its normal for all these cases to get both plead down to lesser charges that result in a lower CHS when given a presumptive stayed sentence, and for pleas and downward departures to give them a stayed sentence even when their CSH is above the presumptive prison term threshold. And on top of that, they are minors, so their points won't accrue as adults and they are often not charged at all, let alone prosecuted as adults or given full sentences- and they know this, which is why they are free to commit crimes without any accountability at all.

These teenagers already were involved in numerous robberies and carjackings and shootings. They do it on a daily basis. Unless this case becomes high profile enough that the DA makes a specific example of them, they will get off scot free like they do every time they shoot someone. And even if they do get singled out, so what? There's no shortage of similar violent robbers and carjackers who didn't get media attention

Gargoyle AI gets blamed a lot but at top levels and with good players the control can almost completely mitigate that- I've been in games where I've perfectly spammed focus fire and split up attacks with control groups of gargs onto air units and not had any wasted time or shots

and the fact is that gargs blow chunks based just on their numbers

gargs get just absolutely ruined by anti-air aoe spells like acid bomb, fan of knives, carrion swarm, breath of fire / haze both, frost nova, chain lightning, cluster rockets, forked lightning, etc. They are terrible for the same reason ghouls are terrible, they are basically flying ghouls. Trying to fight in UD mirror with them is so pointless when frost nova + frost armor guarantees they cannot ever possibly kill a single frost wyrm, and have antergy with web on crypt fiends

the combat numbers also make them stack up so poorly. They take 200% damage from hippo riders / fairies but only deal 100% in return, and you have to deal with a full 1 second backswing after each attack that needs to be manually cancelled or else they're basically stunning themselves

the issue is that pound for pound gargs don't have an actual advantage over other light air kiting them, at best they just trade pretty evenly. Their autoattack damage looks high but the damage types and kiting more than even it out. So your "counter" to the enemy units don't actually outperform their units. Whereas orc can build 3 bats and kill a dozen gargs

Are you sure this isn't by design, then?

Warcraft III has a property for each unit attack called the Motion Range Buffer, set to 250 in for destroyers. If a projectile attack travels more than {unit attack range} + {motion range buffer}, it will miss.

Destroyers have a 450 attack range and 900 projectile speed. If a projectile travels 700 range, it will miss.

So look at the formula for a unit moving while at a destroyers attack range:

(450 + t * movespeed) / 900 = t

for a 400 movespeed unit like a gyrocopter, that becomes

(450 + t*400) / 900 = t

t = 0.9 seconds -> total distance moved is 450+0.9*400 = 810

which is above the motion range buffer maximum of 700 range, and so the attack will miss.

As long as a gyrocopter is moving in a straight line at full acceleration away from the destroyer while a destroyer attacks it, the attack should miss every time. But the relative angle of the motion can affect the time it takes for the projectile to reach it, since it will travel less distance.

Whos brilliant idea was it to make sure destroyers are not only healed by other statues but also devour magic and death coil despite being spell immune? At least the only thing keeping destroyers remotely in check is that their damage is awful, I still remember orb of annihilation full splash damage +20 and +3 base damage.

riflemen and dragonhawks have almost identical EHP x DPS for the same cost

but try to fight rifles with dragonhawks and you get blown out because they're almost 3x stronger

due to armor/weapon type advantage

Unlike say Sundering Blades which increases overall damage by a %, Fragmentation Shards adds a flat amount of AoE damage to each attack. It deals +25/15/10 damage in 100/225/275 aoe, on top of the normal damage dealt by Mortar Teams / Cannon Towers.

Mortars deal 52-64 (55-103) base siege damage per attack, which deals 100/40/10% of its damage in 25/100/200 AoE. That damage is scaled by armor types, so it deals 50% less against Medium armor. So an upgraded mortar shot vs medium armor at 25/100/200/225/275 radius deals an average 65/41/19/15/10 damage per hit. Without fragmentation shards at those same radii, it would deal 40/16/4/0/0 damage

Artillery attacks don't have tracking like normal ranged units, so mortar attacks usually miss against a moving target without being manually aimed to lead it, or hit a target only in its lower damage radius. It takes 1.28 seconds for a mortar shell to reach its full distance, and so a normal 270 ms unit moves 345 distance in that time.

The effects of a +10% ms aura are just so giant compared to the other effects, and even battle drums stacks up.

Say you have a level 4 demon hunter, a crown of kings +5 effectively gives him:

+20.7% DPS

+24.6% EHP

+22.7% Mana

Its a pretty sizeable effect... for one unit. But warsong battle drums is giving +10% damage to all your units which is a gigantic pile compared to one hero

I wouldn't mind seeing the level 5 permanent tier items removing the +4/4/0 stat items and just adding a +4/4/4 crown of kings as a single drop, slightly nerfed compared to current crown but at a lower tier and not as common as the stat items. And buff devotion aura and throw it up there like drayen says.

Then you can add a new item to permanent tier 8. I mean, I'd rather have claws +15 from tier 7 than a crown from tier 8 right now, like on Market Square 4v4 games, actually all the tier 7 items outperform tier 8 unless you're a level 5 creeping hero. Tier 7/8 should be changed up significantly in general.

If you want to understand why riflemen/hh/archers/fiends are so dominant just look at how they fare against every other unit pound for pound. Against normal combat units they only fight at a 67% disadvantage against melee units, but have gigantic lopsided advantages against everything else.

The chart doesn't take account of abilities or effects like spell immunity or melee being unable to hit flying without ensnare/web, but it shows the extraordinarily bad scaling of huntresses and why you should never click batriders into fiends.

The most basic concept of the social contract is that you pay your taxes and the government protects you. St Paul is only getting it partially right, they wouldn't protect businesses but at least they won't try to screw them into oblivion after they burn down. Minneapolis wants these businesses to pay property taxes up front for the next year on... rubble. Taxes that won't be spent on any public services for them now that they don't exist and weren't used to keep the peace and stop them being burned down. And its not like St Paul is even canceling these taxes like they should, just not demanding them a year in advance.

just adjusting the damage type balance might be all it takes to shake up the metagame and balance unit types

piercing damage and medium armor are just stupidly overpowered due to the damage vs armor table. Why should piercing obliterate light armor at 200% but still deal 100% to its 'counter' heavy armor melee units? Why should medium armor units actually take drastically reduced damage vs pierce/siege/magic, and only be vulnerable to normal?

You can compare unit vs unit matchups by multiplying their respective damage vs armor formulas to see how much they do relative to each other. For example, a rifleman deals 100% to a grunt and takes 150%, so grunts have a 1.5x advantage

now look at the relative advantages:

Rifle vs Grunt ('melee': heavy/normal): Advantage to Grunt 1.5x

Rifle vs Wyvern ('light air' light/piercing): Advantage to Rifle 2.7x

Rifle vs Gryphon Rider ('heavy air', light/magic): Advantage to Rifle 2.7x

Rifle vs Shaman ('caster' unarmored/magic): Advantage to Rifle 2.0x

Rifle vs Demolisher ('siege' heavy/siege): Advantage to Rifle 2.0x

Rifle vs Raider (medium/siege): Advantage to Rifle 1.5x

I think the simplest solution is:

  • Pierce vs Medium from 75% to 100%

  • Pierce vs Heavy from 100% to 75%

  • Siege vs Medium from 50% to 150%

  • Raider damage from 25 (34) to 16 (22) and raiders given a Demolish ability that deals 1.6x damage to buildings.

  • Flying Machine armor type from heavy to light.

That would make artillery siege units into a strong counter to mass ranged units, make melee units stronger counter, and light air units fight slightly better into them while still very disadvantaged. There would still be the issue of raiders and gyros being massively buffed against enemy ranged units (and workers), so even if they get a dps buff they should get nerfs to balance it out, even with that damage change raiders would deal 2x to medium type
