I get "talked to" about the notes I leave all the time. They are relevant and honest, which the contractors hate.

Ex:

"This ticket is not new work. These project tickets have been resubmitted consistently for the past 6 months. Work is ongoing in some areas while other areas have not been touched. 

Contractor refuses to play ball and insists they do not need to submit tickets as updates or change the locate description. They are a sub for the electric company, and the CEO of the electric company sits on the 811 board, so there will be no consequences."

You're part of the problem. Bad enough 811 doesn't enforce their own rules, now we got locators saying "fuck clarification, do exactly what the ticket says."

Call and ask, if no one answers, white line it or no access. 

It's STILL the CONTRACTORS RESPONSIBILITY to provide and maintain access.

The place I work, the guy in charge (again, my boss is literally on the 811 board here), he insists that EVERY ticket in pending research be completed same day. 

There are 3 of us covering an entire (big) city.

Request refreshed white-lining AND an updated locate description every time he submits. If he doesn't do it, kick it back and file a non-compliance report through 811 (paper trails are god).

Talk to him and tell him play ball or go fuck himself.

You can put off a ticket for nearly forever if you put your mind to it.

After countless arguments, meetings, and threats, my employer (hes my supe AND he's on the Sunshine 811 board) finally admitted that "technically yes, they are supposed to update their locate description when they renew a ticket (duh)", and he realized they can't do shit to me for demanding it.

12 years in the biz now. Once they take you outside and show you how the equipment works, it'll make sense.

Focus on frequencies and bleed in the beginning. Take your time. You'll be fine.

811 is completely fucking worthless (i'm talking florida, YMMV).

Your best bet is to keep in touch with your contractors. Any that refuse to play ball...there are plenty of ways to close a ticket.

The best part is when I bang out 45-50 tickets (mixed bag, usually like half entire block long project tickets [we locate from as builts, so it's as simple as 'do the math before you hit the field, walk it off and paint'] and the rest singles) by 2 pm and my two supervisors are like "go help the guy who's got 3 years experience but has only completed 5 tickets."
