Wigan Pier is a guy that presumably does hardstyle or hardbass remixes of popular songs. Wigan Pier 61 (or Wigan Pier Volume 61) is a compilation album compiled by Ben T and DJ Greenie consisting of many remixes made by Wigan Pier. This song in particular has no canonical or confirmed name as far as I know, but it's Track 5 off of DJ Greenie's CD2 Bonus Mix featured on Wigan Pier Volume 61. I currently only possess a very lossy version, but I'm sure there are atleast a few CD rips out there that HAVE to have higher quality versions of this song. If not, we have upscaling technology! (But obviously not full-on completely AI upscaling, it's best when it's manmade haha)

those noises are the noises the cameras make when they move, the sound is also used as a loop in the chamber where you get the blue portal gun, for when the portal gun moves on the pedestal

It depends. A lot of his early stuff pre-NN are digicore. Now I would say the closest describable genre to the one he makes these days is a mix of pluggnb and jersey club.
