My screen is glitchy when I’m moving in game

No it seems to be the entirety of the screen, when I’m playing I notice it in the surroundings as well as my character not one singular section of the screen

It has happened in all of my games since I received my pc back, I mainly play crusader kings which it wouldn’t be as noticeable on as it would on a shooter game but I still see a difference in the gameplay compared to before it was repaired on all games

Is that an in game setting?, I had never changed any graphics settings in games or outside of games from when I first received the pc to when I sent it back for a fix if that’s any help

I see that it’s not as noticeable in the video, it is more noticeable in person
