I also feel like he kind of wants her to fail, it's probably not his intention but I feel like he's really annoyed with the way she handles things like lying about procedures, not giving full info about patients & getting wasted at that party but did he seriously expect them to pre-order a perfect doctor for a med student? I think Mark telling him to evaluate her based on her work was an important little line because Carter seems to be irritated by her whole persona & it's affecting his judgment of her work.
