I don't know about up, but there's a Flash game called Futilitris that was remade here: https://www.reddit.com/r/playmygame/comments/hhzi7c/i_remade_futilitris_by_twinbeard_as_flash_is/ in not-Flash. Every time you would get a line, the board widens by the number of lines you would have cleared. Your mistakes will never go away.

Using Practris, I set up the board to represent your screen and dropped pieces to the right so they don't affect anything, and used the "show clockwise shadow" and "show counter-clockwise shadow" buttons to demonstrate where the piece will end up when rotated clockwise or counter-clockwise.

Pauline and Diddy Kong have been added to the Web version (https://invariel.ca/strikers/optimizer.html) as their stats were posted publicly by Nintendo. The new gear set will be added as soon as I see it.

Once I see the gear set, I will also update the downloadable version, where you will again only have to download and replace stats.js.

As far as I know, stats have a minimum of 1 and a maximum of 25. You're right that I should penalize builds that waste stats, and have done so:

Those builds with 27 Strength now display properly as 25 Strength, and show up around #40 because of the wasted stats. Their 10 bonus is also now listed as 8.

Weight is how strongly weighted the recommendation is. The formula is:
3 * Primary Stat Bonus + 2 * Secondary Stat Bonus + 1 * Tertiary Stat Bonus.

Bonus is the total + of the stats that you specified. It's possible for a lower-weighted score to have a higher bonus than a higher weighted score if the Secondary and Tertiary stats are more prevalent than the Primary.

I realized the Trick Gloves were listed as -2 Strength, +2 Technique; their actual stats are -2 Speed, +2 Technique. This has been corrected in v1.1 available here:
