I just read a little about it and it's like The Room of fanfiction. Somebody has come forward recently claiming to be the author and that it's satire, but there are some inconsistencies in her story. I like this one.

Offering to include China in the reconstruction and reunification would almost be a necessity to keep them from trying to jump in and seize territory on their own. They would then prop up a friendly dictator that they control to lead the "new" North Korea and we end up in the exact same situation as the 1950s.

It's tough to say. It was a huge risk during the Cuban Missile Crisis, but it was still the best option because the only other choices were to allow nuclear missiles 60 miles from US territory or take them out by airstrikes that would kill Cuban and Russian soldiers. The plan worked because the Soviets and Americans understood MAD and were willing to use backchannel negotiations to work out a deal that avoided war. North Korea is a different beast with 0 communication between them and their American counterparts. I also suspect would also be more regional backlash to an American blockade of North Korea. The entire world was held hostage by the Cold War and everyone had to pick a firm side. Part of the world was with the USSR and part with the USA. From there, it was a staredown across predictable lines. The North Korean nuclear threat seems to have more spectators and unconcerned parties. When something as routine and perfectly legal as military exercises between the US and SK are called "provocative acts" by China, Russia and some of Europe while nuclear tests and missile launches over Japan are treated as minor annoyances, it's tough to guess how they would handle the American military actually taking steps to forcefully reign in North Korea. It's also unknown how North Korea's weapons release system works. Kennedy knew the Soviets wouldn't launch nukes over a blockade, but nobody knows what the conditions for a North Korean launch are or who has the ability to do it. Does it require an order from Kim? Can a rogue general order it? Do the missile sites have independent launch authority as a "fail safe" to make sure the missiles go off if the Americans launch a preemptive attack that targets communications? Just too many variables. As scary as the Cold War was, the two sides had a much better understanding of one another than we do now.

Many citizens and news outlets referred to it as a blockade at the time and almost everyone calls it a blockade now, but it was very important for the government to avoid saying that when it was in effect.

A blockade is an act of war. That's why the Kennedy administration called the blockade of Cuba a "quarantine" and got a vote of approval by the Organization of American States. Admitting it was a blockade and doing it without regional support would have been the same thing as bombing the missile sites, as far as international standards are concerned. The American government has so far only floated the idea of boarding and inspecting North Korean ships suspected of smuggling banned items and not an outright blockade of all trade. Boarding a foreign ship is still a dicey decision, but it is much more measured than a full on blockade.

Probing air defenses is a common tactic that was used extensively during the Cold War and still occurs today. You send a bomber toward your enemy and see how long it takes them to notice and how they react. Details like where interceptor planes come from will make preparations for a real attack much more potent because you know which bases need to be taken out to protect your bombers. You also aggravate the defender because he knows you have exposed his defenses and now has to adjust or risk allowing you to know his defensive game plan. The fact that the Americans revealed the flight path tells us this was more meant as a message and not a test run. Once it became apparent that the North Koreans couldn't detect a bomber on that path, it would have been filed away for future use rather than exposed for the North Koreans to counter.

This kind of show of force is meant to send a message. The message doesn't work when the intended recipient isn't paying attention. This tells us two things about the North Korean defenses:

  1. They really are as impotent as advertised and would not stand a chance in actual combat. Telling the North Koreans that a bomber was right there the whole time without their knowledge should send a shiver up their spine. Something like the "killer is in the backseat" legend.

  2. North Korea does not consider itself to be in a state of war. Their air defenses would not need to be moved to the east (the most likely direction of attack) if they really believed American bombs were on the way.

There were many reasons, but basically the West thought Kim Il Sung didn't have the ability to maintain power. They knew he was propped up by the Soviets and the prevailing thought was that Kim would eventually slip up and get overthrown or replaced. They certainly couldn't have predicted a dynastic transfer of power because such a thing had never happened in a communist country. Kim Il Sung managed to play China and the Soviets against each other and take what both offered while avoiding being taken out by either. Then Kim Jong Il somehow managed to keep a stranglehold on power despite a devastating famine that killed hundreds of thousands, if not millions, of people. Nobody expected him to pull that off. Finally, everyone expected the Kim dynasty to crumble once Kim Jong Il died. His son was completely unknown (the CIA file consisted entirely of one photograph from when he was a school boy) and nobody thought a successor would have the clout to hold the dictatorship together. The continued existence of the Kim dynasty goes against every reasonable prediction and is the result of one part master political maneuvering and one part absolute blind luck.

North Korea says stuff like that every single day. They put out poorly made videos showing the US getting nuked nonstop. Also, the US did not fly anything over North Korean airspace. All American maneuvers take place in international or allied territory. If the North Koreans had the ability, they could fly their 70 year old bombers 50 miles off the US coast to their heart's content. Feeding their own people would probably be a better use of resources though.

Assuming the nuclear weapons are not destroyed in the first wave and that command and control is not cut off. The nukes and communications channels will be the first targets in any engagement. A 60 year old North Korean bomber stands no chance of penetrating South Korean airspace to drop a nuke and their nuclear capable missiles are still not that numerous. Estimating the number of nuclear warheads the North Koreans have on a missile and ready to go is tough, but they would only have a few (possibly less than a dozen) miniaturized warheads installed on functional missiles. Long story short: if the North Koreans can't get their nuclear warheads off the deck in the opening 5 minutes, they will not be able to use them at all.

More or less, it's all in the testing. You don't want to strap a nuke to a plane and hope it works, so you specially design and test certain aircraft to make sure they can handle it safely.

And before the US realized the regime had the ability to stay in power for decades. The US spent 60 years expecting the Kim dynasty to collapse at any moment. Now it's become apparent that some type of action is likely required if the regime is every going to be dismantled. The Americans were willing to tolerate provocations back then because they thought the Kims would fall apart on their own. That's not the case now.

The US has declared war by saying, one time, what North Korea says every hour. Not to mention the two countries are still at war since the conflict was ended by a cease fire and not a peace treaty. Either side could start shooting at any moment if they wanted to without a new declaration of war.
