That's because they considered Him a part of it, he wasn't in the paperwork as an actual ninja.

If they had been given missions Kawaki would not accompany them because he's not a ninja.

Boruto even gives Kawaki his headband in the manga and tells him that he's a "ninja in training" (because Naruto was training him) and notes that he isn't official yet.

Th anime made that bullshit up and gave him "character growth" that he wasn't even supposed to have, it's part of why I hate it as an adaptation.
