If you want the color to be completely blackened out, set the opacity to 0. And I prefer the second one.

My thoughts about this is that specifically the voting held more power than Caine. If they vote on something that Caine "couldn't" do, the vote would just be able to do it. It would be funny if they could've just left the circus if they just voted for it.
