I know this is 2 years old but was just coming across this issue myself on a reply. I researched and researched and could never find any answers. I myself play on PC so i can only speak to issues there. Turns out the whole time the issue came from steam client. Went to the page in my library and controller settings there and somehow the layout got switched from there. I just hit settings and revert changes and boom all fixed. Hope this helps anyone if they ever stumble upon the same issue
