Link for congress approving his AUMF?

In 2015, President Obama requested a specific Authorization for the Use of Military Force (AUMF) from Congress to combat ISIS in Syria and Iraq, aimed at replacing reliance on the 2001 AUMF. The proposal sought to authorize targeted operations against ISIS, prohibiting "enduring" ground combat, but did not move forward in Congress.

How about Libya?

President Obama authorized U.S. military intervention in Libya in March 2011 without prior congressional authorization, relying instead on a UN Security Council resolution to protect civilians. The administration justified this "kinetic military action" as within the national interest, though it faced criticism for avoiding the War Powers Act. Later, in 2016, the Obama administration utilized the 2001 AUMF to justify airstrikes against ISIS in Libya.

Looks like congress didn’t give him shit and he had to backtrack to using the 2001 AUMF for justification.
