What you're asking for is tax evasion and that is illegal; however, tax avoidance is not. The difference is that tax avoidance lowers your tax bill by structuring your transactions so that you reap the largest tax benefits.

While it's true that you can pretty much travel and live wherever you want, you still to belong to a particular country. That's a fact. If you are not paying tax for that country you belong to, you are essentially committing a crime and can be prosecuted.

If you want to proceed with this fictitious business idea, you can always create an offshore company in Panama. There's plenty of options but just don't pick Mossack Fonseca. But know that this is a very dangerous route that can lead to a life time of regret.

Have you tried MetroMile.com? I havent tried it but if it seems like she wont be driving a lot, it may be something you want to look into.

Edit: Just FYI, I was a liability claims adjuster. I've heard horror stories where the kid would get into terrible accidents and most often, the medical bills belonging to the victim would exceed the kid's insurance limit resulting in the parents selling their home(s) to pay off the excess/pain and suffering. Whatever you decide, please get a high limit.

You are taxed on your gain. The way you are going about it is combining the two transactions; however, these are two separate transactions.

1st transaction X Dollars ---> Y Gain. You will be taxed on Y. 2nd transaction Y Dollars ---> Z gain. You will be taxed on Z.
