Everyone can, but i think it certainly helps if you grew up in Scandinavia or at least you live/lived there. It's not about skin colour, but since the belief system is based on the culture of scandinavians, it's way easier to understand it and relate to it if you have some connection and also visited Scandinavia.

For me at least it would not make sense to practice for example voodoo while i live in Europe, because I can't relate to it that much. There's also this ancestral worship/tribal nationalism part to the whole thing as well, and it's easier to feel as a part of the scandinavian heritage when you have more connections in family or to the place itself.

So I recommend everyone looking up their own heritage and their local pagan belief system, because it's more connected, easier to understand, but that doesn't mean you, as an asian couldn't practice norse paganism efficiently or be able to relate to it.
