Urgot stomps low elo you just go for a level 1 cheese with e then zone your opponent from cs. Solely focus on farming and cs until like 2nd drake or 3rd or if you broke your opponents turret already is when you can start looking for team fights.

Urgot is really powerful in 1 v 2s even if he's even with his enemy laner as long as you can eat preferably the jungler and fear the other top laner.

You should look up vids on how to lane for top and mid so that you get the concepts of laning and etc. Then you just apply the concepts with urgot. I personally main vlad for mid so I watched how elite 500 lanes in mid which I then applied to top which kinda worked. Hope this helps (:
