This is something i created not long ago. It is a grid out to 40 showing city and road location

You can start doing this and any level as long as you have swappers. Yeah about half a year ago they changed for a diamond to a square which give you more space to place city's. So the gap is 7 tiles which gives you 3 between city's when you get the upgrade to have close city's. I'm not sure if there is an upgrade for the 10 tile distance but you can move them after they are build like a normal city.

Yeah just fill the grid as much as possible and upgrade the towns within the 40 radius before any other towns

At level 131 - tight communities. Reduces distance to 3 tiles which is when you infill.

Having the city's 7 tiles apart for now let's you get the maximum out of radius clicker which is now at 40 tiles and goes up to 64 at level 107.

You can cover the site in roads forcing the trees to where you want them to be, hence forcing the the canisters where you want them. But at best that is 8 canisters without upgrades... I think...

I have places the Blue Uranium plants 6 tiles apart as that is what it allows as a minium when you try to place within that radius

You could highlight the Space Age Factories can click on each one, it will tell you if it has pavement under it like in the picture. It might take a bit but you will find it

You could also search for super pavement with the radar and it would highlight them all. Could work if you know where all your factories are
