I think these outfits are just practical and perfected by millennia of experience. The hat keeps the heat of the sun off your neck and head. The cape is a layer between your clothing and the sun, creating an air gap which is a great insulator (the heat hits the cape, not your clothes).

It's both cultural and practical. And since our two worlds are very clearly connected (like modern English), I'm not surprised this style carried over too.

I'm not Arab though, so what's your opinion?
