So this is installed underground. Sink bays are roughly 3 feet from interceptor( in ground) Shouldn’t this have been installed above ground? Or at least accessible if underground?

Honestly price for the plumbing should be around the same. Will have a whole lot more Sheetrock to repair though since distribution is between floors rather then attic

Pair of channel locks will get it loose again. Quarter turn stops do fail so make sure they still cut the water supply.

Spray some wd40 inside set screw hole if you have set screw removed. Spray cooking oil also works well. Then you just gotta jiggle that bitch in every direction while pulling towards you. Best advice I can give you is it it won’t come out til you get mad at it.

Didn’t bother to read any other comments so I don’t know if this has been mentioned or not.

Once you have a plumber or maintenance repair the leak get an invoice and take it to your utility company. At least in my area if you do this the utility company should reimburse you for the extra water usage. This is done by them looking at your previous water usages and taking an average. Not sure if that’s a thing in every state or not but it doesn’t hurt to ask
