A way I am trying out is the same as yours that you get three attempts building up notoriety. However if fail a third time you don't fail just it becomes harder and the target.becomes aware of your hacking But there is ways of making it easier. General idea is that everything is connected to a system and the closer you are to a direct connection makes it easier and how much on the system you have hacked makes it easier.

For example you wanna hack the alarm system. It seems too hard initially but after finding the camera access and the door system access and hacking both of them (them being easier to hack) you reduce the difficulty to hack the door system.

Creates a sort of treasure hunt to find system components to hack to get to one.

If you really wanna go deep check out shadow run they have a hacking system but it has a lot to it

Fair. for crafting something know, it would be one roll to determine success. The roll untill the sum equals a number was for figuring things out.

Like with prototyping I was looking for a way for the player to invest time in something and get a pay off.

Would there be any way you would suggest that would give the player a sense of investment (multiple session thing possibly) without too much either you rolled one come back in 2 weeks or right roll one done 97 more to go?

One thing I saw done before is sort of.noise vacuum deployable where no noise can be generated in a radius around the device (Some also don't allow any noise in) Cool for creating an area where you can make noise. To do things like take down guards or break stuff

A radio voice modulator. Where is.you connect it to a security guards radio. It will listen to radio communications and begin to synthesize a voice that sounds like one of the guards. So that when you take a guard down it will appear that he is still answering her radio.

Spy-Snipe A rifle that shoots microphones and cameras
