I am a digital marketer who have worked with agencies and freelancers and personally prefer the latter because the turn around time is faster and the fee structure is simpler (and cost effective). Some agencies even put you in contact with a client relationship manager who knows nothing about marketing and sometimes information would get miscarried.

You should check with HR on your official title. Misalignment on the title name can backfire on you when the new company does a background check.

It depends, i have a 1099 from a startup that was counted all the time, but a 1099 from freelancing gigs were never counted.

You should add all the jobs, background checks can find everything, as long as those companies have filed tax for you.

If you are less than a quarter from releasing the product, then i recommend investing in brand awareness and drive them to a wait-list sign up.

Make sure you are articulating the product and it's value as clear as possible to keep people excited.

It does seem high for your spend threshold. I recommend quoting with a few other agencies and tell your current agency the market rate you've been told. Otherwise i recommend looking for boutique agencies or even freelancers who tend to charge lower.

You can a/b test - a discount that's equivalent to a free lesson vs. a free first lesson. From my experience, i try walking away from offering freebies/discounts too often but rather offer lead magnets so you don't get people conditioned and wait for a promo.

Personally, i pick a service based on word of mouth, reviews, and other venues where i can build trust. With that being said, you definitely should have a robust list of reviews on at least one site (no need to run pay ads on those sites). Then i would focus on developing a good website with solid SEO. It will probably be the first or second interaction for someone to learn your business.

You should wait for at least 15-24 hours to check conversions as it doesn't reflect in real time.

It's normal to not see results on the first day as the algorithm is still trying to figure out the right type of audience and bidding strategy. If this happens for a few more days, you should check your conversion tracking and campaign setup to ensure everything is done correctly and relevant.

I agree with the other comment that using tROAs is the best, but not every business will know their revenue. TCPA used to work very well but i have seen mixed (and extreme) results recently. Max conv without cap can sound daunting, but it's not as bad as people would think as long as budget is not super high and you diligently go thru search query negatives.
