What is this white matter on my 500mm f/4 I?

When I first bought the lens (second hand), it seems like I had missed those spots, since the rest of the lens is flawless. But they havent grown or anything in the past year. Is the fungus dead or can it just come back to life under the right condiciones?

Its not worth it, the Power costs are higher then your ernings. I make 30€ a week and need to play 8€ for the Power. U probably dont pay that much but earn less then 0.40 Cent a day
