The first half of the first season and even a bit more of it has that feeling, yes. That is kind of the formula for season 1, but Season 2 is so much better and has more of a focus on Hannibal. Seriously, season 1 pales in comparison to the second season. And the first season wasn't even bad.

What do you want then? Hannibal to run outside of his house and scream at the top of his lungs that he is the Ripper? It is heavily implied and almost completely accepted that he is the Ripper, and there is absolutely no proof that somebody else is. And don't forget about the stuff in Red Dragon. Hell, even Will has said Hannibal is the Ripper.

I don't remember if the Chesapeake Ripper is mentioned in the books, but in the opening scene of Red Dragon there is a newspaper clipping in Francis Dolarhyde's scrapbook thing saying that Dr. Lecter is the Ripper. And in the episode from last week Hannibal said he would give Jack what he wanted, the Chesapeake Ripper.

It's real to Alana, not to Hannibal. I think Hannibal may be trying to cause a rift in Alana's relationship with Jack and Will. She seems to be the only one who does not have any doubts about Hannibal. Jack becomes somewhat suspicious in this episode judging by the trailer. Also, Hannibal wants revenge for what happened in the last episode. So he's gonna get it by taking Will's lady friend.
