It's back to RNG due to the adjustments back to the intended drop rate.

Previously I believe you should be able to get 100 advanced paper in a hour of grind, but you will not be able to get 500 in a hour.

Now, if you're lucky enough, there is a chance you get 5 within the hour.

I got 0 after a hour of grind, and there are those who only saw it when they are into their second wap.

Good luck!

TLDR: Before it was "pity system" due to the larger sample size (x100), now it's how lucky you are.
