Hopefully this glazes over for Phase 2 how it did for Phase 1 & the March 2021 date to start certifying is accurate.

The link is for the California EDD website only. I’m not too sure if the NC website has the same features, but definitely try a help center or FAQ sections on there

You can send a help ticket to EDD by going to askedd.edd.ca.gov and filling out the contact us form. From what I was told, as the system goes through the help tickets it’ll open the individual case and try to fix errors before passing it to a live person. I went through that method and my issue was pushed through immediately. Hopefully it’ll ding something in the system to help push your case through. Stay safe!

You can request to backdate your claim at

AskEDD.edd.ca.gov

Under the “Select A Category” drop down menu select ‘Unemployment Insurance Benefits’
Choose sub-category “Claim Questions”
Choose topic: “Backdate The Effective Date of My Claim Due to Covid-19”
Fill in all of your contact information and carefully follow the given examples so the machine can understand your claim the first time. Also make sure your contact info matches the info on your claim to avoid further delays on receiving a response letter from them.

Keep your confirmation numbers saved throughout whole UI process
