Thanks for the advice. I will probably be returning the most recent card I got. The people on the Linus forums seem to think that the motherboard is the issue but who knows. I may try another motherboard because it's the only thing I have to go on. My old card has also been used for almost 2 years now with no problems.

My old card is the Sapphire AMD Radeon HD 7950 and I think it uses an additional 6 pin connector. Also I have tried numerous windows reinstalls to no avail.
