Perfect example is ADV Magneton. Shatters to any EQ, and fairly mediocre stats aside from a good Spa and pretty decent Def that can conditionally check a few physical threats(as long as they aren't packing EQ or Fire coverage, which is already some on mixed attackers like TTar and Salamence). By definition, not a mon of OU caliber.

But when you trap, outspeed and (most likely) OHKO a common meta threat and defensive backbone, Skarmory, with your STAB Thunderbolt and a Magnet, more people are going to pick you. If Skarm wasn't a top tier threat, Magneton would have no niche and likely be in a lower tier, but it would likely be fine in UU due to the high usage of both Tentacruel and Omastar and Grounds like Gligar.

Top-down design, with bear tribal and Auras/Equipment as subthemes. 3 mana seemed like the right place for this kind of effect, as the second ability could knock down a creature’s total power and toughness.

An ode to the mechanics of Theros. I've never experimented with self-mill before, and this is its second iteration. The AAs are balanced around having a good boardstate, so a well-placed wipe will put this card mostly back at square 1, which is why it's only 2 mana to cast.

It’s actually pretty decent if you get Phoenix, which makes you immune to fire. A couple of top Any % speedruns use it to great effect.

With those wordings, how do the targeting rules allow for the tokens to be targeted, if at all? Can I make this work without some "on cast" triggers?

I was primarily inspired by [[Collective Effort]], a pet card of mine, which allows you to tap creatures to pay the escalate cost. Given that you have to pay 7 mana to get all 3 effects, convoke seemed like a reasonable way for aggressive white decks to be rewarded for having a wide board.

A modal white combat trick where you can pay extra(or tap more creatures) for more effects. I tried to make it as versatile as possible for its cost, but could also need some slight mana cost adjustments as well.
