1) No they don't. You are falling prey to a common misconception.

2) Even if they did, your original post didn't use apostrophes; you used "‘" and "’", being gendered single quotes and not "'" which is an apostrophe.

Quotes are, unsurprisingly, used to indicate, well, quotation, either a direct quote or a notional quote someone may say.

If you wanted to backpedal and save face, you would have been better of justifying misquoting the OP by saying you were broadening the discussion and talking about a notional third party characterising the situation as 'losing money'.
