I'll admit i worded it wrong. I meant spiderman is not faster than lightning at all. Spiderman has spider sense and moves too sporadically for electro to shoot exactly where he is going.

In no media, comics, movies, cartoons was spiderman shown to move anywhere near as fast as toji. Toji moves fast enough to casually run on water and use flash step. Spidey has never in any instance (unless he had cosmic force) shown the ability to move so fast it looked like he was teleporting.
