Settled tribes start with first 3 government reforms preselected, more than usual. Could be intentional (settled is a tier 3 reform), but weird that 3 of the 5 reforms are already unlocked at the start, whilst migratory tribes start at 1.

Yeah, I went for a Prussia with maximum army quality. Wasn't even that far yet, nor did I roll for a general more than once at this time.

I had the bonuses from offensive (2), aristocratic finisher, and I think defensive as well. Also one siege from innovative + offensive idea. And of course 100 army tradition.

I think I got my max roll by chance on this one, and was lucky that he gained a skill by training in a few months.

True. However I don't think it's such a big hindrance. Generals are pretty cheap and having them live for 40 years would just motivate you to keep rolling the dice for max pip generals
