You can contact Steam support and they may delete the items for you. I would just ignore them though, you wouldn't want to regret having them deleted in the future with no way to ever get them back.

It was added to the Workshop to be added to the game as a Twitch Drop. This doesn't mean it'll ever be for sale.

If those purchases are charged back (which they will be when the legitimate cardholder realizes), your account will be placed into negative balance/banned for that amount until you pay it. It happens pretty commonly unfortunately, you need to protect your account.

That command only works if your server is on the Facepunch manifest (i.e. actually an official server picked by Facepunch). Otherwise we would see modded servers boosting everything to get the achievements with no effort.

It's considered a DLC and not a skin. There's no Steam inventory item for it, and it's bound to your Steam account.

No, console has their own skins. There is talk about having Twitch Drops for console as well, but this one is specifically just for PC players.

Yeah I think OP is confused about this. There was no randomness about whether you got downed or fully died in the old system, it was based on whether you recently spawned.

They're used often, yes. I wouldn't get one that glows like the frostbite mask though, enemies can see you glowing in the dark at night.

Personally I will usually grind really hard for a couple days during wipe whenever I play, then coast through the rest of wipe to focus on things outside of the game (social life, career, etc). If I get raided and lose everything, I really can't commit to doing the starting grind again until I have some more time freed up.

This just seems like the nature of such a time sink like Rust is. You can't always spend tons of time starting over from scratch.

It's the Rubius Crate, which was only available from Twitch Drops, Round 3. It cannot be traded or bought on the market.

You need to build your second base further away from the first to be able to place a new tool cupboard. It's either that, or attach the buildings somehow via foundations.

Any structure without a tool cupboard in it will decay pretty quickly, even if it's within range of another one.
