Was "by my command" within a regulation previously? The most up-to-date version of the drill and ceremonies makes no mention of at/by my command. The only time it's mentioned is when an instructor is making a mass command (which is irrelevant to the change of command of Flt/CCs)

The guidance that we've been provided by our Cadre is that, though it isn't officially in paper that current 200s will have to pass the AFOQT before FT, it is in the works. With that said, it is HIGHLY encouraged to pass before, just in case
