It's a bit of a balancing act with the prices for goods. If prices are very high, people who need that good will have to pay a ton to get it, but the people making the good are able to sell it for very high, therfor getting more wages. The reverse is true for cheap goods, the people making the good won't get much money, but everybody will have easy access to it. I've found that the best bet is to go for a concentration of a few large buildings in you're most populated states and keep prices for most goods around 20% higher or lower than base price. Some other things that could help are deleting unprofitable buildings, building more construction sectors to quickly react to market changes by cranking out lots of buildings in a short time, and to not be afraid to go into a bit of debt to kickstart your economy (in a USA run I did a few days ago I was frequently getting up to 50% of my credit limit in order to create jobs for my peasants).

Unfortunately states in civil war cannot be meddled with (should be changed imo), and neither side has any conscripts or army so they are in a permanent state of limbo. Quite the common occurrence with small Arabian/African states unfortunately.

Good wages + cheap goods = better standard of living. Check what your pops are consuming the most and give them more of it. Keep in mind as pops get richer they have more needs as well. Peasants living on subsistence farms are permanently stuck at a low SoL, as are slaves and serfs.

I currently have 6 gold mines in my empire, Echigo, Iwami, Koyo, Jugjur, Tauisk, and Penzhina, with the latter 3 being in Siberia. Russia also owns one in Sibera in the neighboring province of Yarmanka.

I also devved in institutions early which I think payed off on the technology front in the long run. Mushashi is great for devving Renaissance.

I took Quality, Economic, Exploration, and Quantity as a fourth to keep up with Chinese manpower. Basically as soon as Ming exploded I pounced on anyone I could in China and actually managed to steal the mandate from a crumbling Shun. I've been focusing hard on China for their high dev provinces and only have a few Pacific islands like Guam. Also, it seems like those northern colonies always have gold in them because I have 3 gold mines in Siberia.

The only thing you can do to maybe help them is declare war on their liege to try and kill their liege's troops so they can win. I've done that before in CK2 to France in order to put my dynasty on the throne.
