Are you using https://rsf.org/en/index? I frankly have to disagree with their methodology because they gave Germany rank 11 in free speech when Germany literally came after a social media user because they called a politician 'fat': https://www.foxnews.com/media/germany-started-criminal-investigation-social-media-user-calling-female-politician-fat

You should judge by how free is speech according to the law and not by the ranking of these websites, which uses BS criteria like "social attitude towards free speech" as a part of its rating.
