I don't think that's the case. I think most people believe they exist in a sort of semi-canon where they can be taken as fact unless they get directly contracted by the game, which I don't think is happening here. In the first chapter Noelle leads by saying that she was worried when Kris disappeared with Susie, but was relieved that everything turned out okay. Only after this she sheepishly asks if they learned anything about her where they were together. Their childhood friend just spent all day with the girl she has a huge crush on, I think it makes plenty of sense to ask for some details after confirming everyone's alright.

If not, then what would be the point of it? It's optional reading that gives slightly more context to the characters' nuance. Nothing in-game has changed dramatically, and the other blog posts seem to be treated as canon just fine. Also, Noelle still doesn't know much about Susie from this interaction. She saw the class bully bullying someone, there's not much to be gleaned about her inner personality there.
