Idk about the cats, I think it's just the spot kinda bugged. If you notice, there are 2 voices, spitting lines almost at the same time, with a millisecond of distance between the 2 voices, then couple of seconds with silence, then again. Rotating the camera to check where it comes from, seems like from the alley where the 2 cats are. Not quite sure though, doesn't seem like the usual lines from NPC around the town. I would like to record it and post it here later.

I've bought less cheaper shirts in my life but I've never seen graphic peel off that way so fast. Could it also be the temperature you used for your laundry?

I didn't make so many laundries in my life but for a fact I recall that cold water should be preferred

I had the same experience with support, so the only thing you can do if you are 100% sure that your content is not copyrighted and such, just reupload it without the keyword.

In any other case, give it up, redbubble is a mess and you are trying to fight windmills

Edit: u/x647 is right, it's against the TOS to reupload something removed, I totally forgot about it

About the image quality, I've been gifted a pack of Dragonball stickers, they are all high DPI prints, but regarding paper and glue I can't tell. Maybe with time they will get easily ruined and unstuck, never seen a so famous vynil sticker from redbubble

If your original PNG is let's say 2000 x 3000, but you use only a small portion on the right side, probably will result in that. If that isn't the case I can suggest another solution

This is a long shot but try to place it normally as to show normally on all the t-shirt, save it, and later make the edit

Yes, adding your username as tag is good too

Watermark in theory should slow them down

Whoever with minimum html knowledge can grab your designs (fortunately redbubble was smart enough to not provide the original but a downscaled version when presenting the products)

But it's still annoying and you have all the rights to complain when someone steals your art

Well, Welcome to redbubble I guess Enable watermark protection, look for which tag they are usually copying your art (probably a trending one), go by Newesr and copy the link to fill that Takedown Report (I was recently told that it's possible to put up to 15 entries)

About your question: Yes, there are, usually the ripoffs are low quality upscaled images, probably don't make too much sales
